Davao Del Sur’s declaration as an insurgency-free province on July 1, 2022 is a tremendous accomplishment that deserves to be recognized and celebrated. It represents the persistent efforts and collaborative spirit of the provincial administration, the Armed Forces of the Philippines, other law enforcers, local communities, and other stakeholders who have worked tirelessly to achieve long-term peace and development in the country.
On Saturday, July 1, 2023, exactly one year after the province was declared insurgency-free, President Marcos Jr. paid a visit to Davao Del Sur and addressed the people at the Davao del Sur Coliseum in Digos City. On the part of the uniformed forces, he was greeted by MGen Jose Eriel Niembra, Commander of the 10th ID, BGen Patricio Ruben Amata, Commander of the 1002nd Bde, PBGen Alexander Tagum, Director of the Davao Police, and PCol Guiseppe Geralde, DSPPO Provincial Director. He praised the province for its achievement as an insurgency-free zone. During his speech marking the province’s 56th founding anniversary, he underlined the need of peace for the region’s long-term progress and development.

The President acknowledged that the province was the first in the Davao Region to be declared insurgency-free and praised the local government for its continuous commitment to maintaining this position.
“Through your diligence and compassionate implementation of the Tupad Pangako Program, you have achieved this milestone while also facilitating the reintegration of former rebels into society, enabling them to contribute to nation-building,” he stated.
The Tupad Pangako Program is an all-encompassing convergence program undertaken by the local government of Davao del Sur. It has been critical in the reintegration of former rebels and the rehabilitation of conflict-affected areas such as Geographically Isolated and Disadvantaged Areas (GIDAs). The LGU has effectively extended its support and resources to better the lives of affected individuals and communities through this program.
The Whole-of-Nation Approach, which has been critical to Davao del Sur’s success, must be preserved and strengthened. National and local governments should collaborate closely to ensure people’s well-being and security, matching their goals with the Human Security Framework and the Sustainable Development Goals.
Armed troops, law enforcement agencies, and municipal governments must continue to ensure peace and safety. Regular observation and intelligence gathering are critical for averting the recurrence of an insurgency.
